MISSION
STATEMENT
The
former Dalkey U.D.C. is now amalgamated with Dun Laoghaire for 70 years
and with the new D.L.R.C.C. for 8 if those years. Dalkey was declared
a Heritage Town in 1994 and shares that distinction with Malahide the
only other heritage town in the Dublin City and County Region.
The manner of approach by Fingal County Council to its heritage town should
be a model for D.L.R.C.C. in the absence of any clear plan of their own.
Dalkey is partly a cul-de-sac with restricted access from its southern
and western approaches. Nevertheless it is clearly a commuter belt distinct
and access to its facilities should be improved. Local Business and Tourist
attractions will benefit.
TO
EXPEDIATE
The
Dalkey Tidy Towns committee look to the other players in this Action Plan.
The Dalkey Business Association, Dalkey Community Council and the D.L.R.C.C.,
through its Planning Department (controlling the built environment). The
Architects Department (the protected structures and consulting role in
building design of major development), Parks Department (parks and open
spaces) the Roads Design section and principally the General Purposes,
Environment Services and Community and Enterprise Service Providers. Last
and no means least the greater community of Dalkey have a role to play.
This memorandum is set out on a walk through basis of areas that are significant
and representative of Dalkey.
ST PATRICK'S AVENUE &
ENVIRONS
St. Patrick's Avenue and Environs
The area at the base of the billboard needs a fresh approach, e.g. creation
of a civic space. Road and path surfaces to be redone. In forming the
civic space at 7c ( opp AIB ) site. I suggest that the parking to the
road edge be eliminated. The space could be extended out to encompass
the parking lot and the edge treatment to be detailed to prevent illegal
parking.
Bollards to be replaced at entrance to Supervalu car park on R.H. side.
Cars are still mounting the footpath and damaging the pavement.
At the rear of Supervalu car park the planter bed grass is not cut. Infested
with thistle. If it is not to be maintained then it should be paved with
planter recesses for trees.
Area to the rear of Dominic Savio Club to be cleared out and dressed with
hard paving. Immediate weed spraying is required. The graffiti on the
wall of the Club might benefit if it was framed with a sand and cement
band forming a picture frame.
The steps to the library to be reinstated. The library lane to be cleaned
and painted.
It would be prudent to upgrade the lighting level in both lanes leading
to the car park.
The laneway to the car park
between Kerins Chemist and the Old Dispensary. Wirescape could be under-
grounded during a redevelopment scheme for the Old Dispensary which is
pending. The area to the rear of Kerins, Book Shop and Country Bake will
still require hard surfacing. Provision of attached handrail to wall at
steps up to the car part is a must. D.L.R.C.C. to provide steel mesh hanging
basket on curved wall in this location.
Trees are surviving splendidly.
ULVERTON
ROAD
The
planter bed beside the Shell garage car wash is very unkempt. To be re-soiled
and planted up. The gravel area in front of the two large billboards should
be treated with weed killer. The development to the rear of Thyme Out is
not complete and is very untidy. Owners to be approached to remove weeds
and tidy up west boundary. Generally as with many kerbsides weed spraying
needs to be done.
The new granite sign, paving and planting at the intersection of Castlepark
Road and Ulverton Road has been successfully completed. Photographs before,
during and after have been taken.
BARNHILL
ROAD
Starting at the roundabout at
the junction with Avondale and Albert Roads the metal sign for the Dalkey
Heritage Town should be replaced with a similar granite sign as above at
Ulverton. The granite has been sourced and remains to be carved, inscribed
and erected.
The seat at the bottom of Saval Park Road is in a dilapidated condition.
There is no footpath on the southern side of the road on this stretch, which
is both dangerous and unkempt. The car park to the Barnhill Stores is very
sad looking and prominent. This store deals in plants and flowers. Could
they be encouraged to locate a display of these albeit protected closer
to the boundary . Some tree planting in an array would help.
The intersection of Barnhill and Castlepark needs to be resolved with a
permanent traffic island incorporating low planting to avoid obscuring the
view for drivers.
RAILWAY
ROAD
This
is a much-improved area with conscientious traders. This is also a parking
black spot. Works both public and private are on going in the area. The
surface of the parking area outside the station needs immediate attention.
The wall to the side of the station enclosing the car park is an ideal location
for a really good location map and visitor information board. The car park
of the railway is very unkempt particularly along the base of the palisade
fence. Papers and weeds have accumulated here. Further along Ardevin Road
up the bridge to Sorrento there is an abundance of weeds at the road edge.
The railing at the top of the embankment has collapsed at one point. Refer
to Iarnrod Eireann.
Can
the works to Ardevin Road embankment by Iarnrod Eireann be examined by D.L.R.C.C.
The visual impact of installation works should be addressed and screening
or planting considered. When the depot at the rear of the car park is abandoned
the car park should be tidied up, as ways and means are available.
DILLONS
PARK
The
kerbside is full of weeds. No evidence of spraying. Adjoining owners on
the west side of Dillon' s Park appear to be carrying out repair work
to the boundary .The lower steep section of the park up to the shoreline
is very overgrown. The paths are barely passable. The growth should be
cut back to form a 600 margin to footpaths. The shoreline is tidy. Some
steps on the footpath are in need of repair.
SORRENTO
PARK
This
park generally in good state of maintenance. There is strong evidence
of cider parties at the top viewing rock. Remove cans and bottles. Fishermen
who come down for the day leave a huge amount of litter
COLIEMORE HARBOUR
Two
of the Phoenix Park seats have been installed. One old seat is broken
beyond repair and should be removed for safety .One broken bench seat
has been dumped on the platform and should be removed. A section of the
tarmac surface near the harbour wall of the viewing platform needs to
be restored. A section of stone outcrop on this should be chipped back.
The commemorative boulder has no plaque. This is an opportunity to provide
a suitable plaque on the prepared surface. The harbour proper has been
maintained well in recent years and there is an absence of graffiti.
The official (D.L.B.C.) notice board at the huts is dilapidated. It should
be replaced with a D.R.C.C. Board. The last three boat owner's huts have
not been painted. Paint walls white and doors blue as for the first three
huts
BULLOCH
HARBOUR
Some
judicious painting of harbour buildings, doors, railings, etc. required.
Harbour generally in good condition. There is a proliferation of notices
on a tubular frame relating to various groups. A common format and lettering
should be adopted and the signs grouped together .
The surface of the harbour quay has always been treacherous in parts. The
responsible authorities should be approached. This may not be D.R.C.C. The
boat with flowers in it is a good touch. Wild flowers growing on the quay
should be left undisturbed. Grass margin on Harbour Road side is well kept.
The overhead bundled ESB cables should be under-grounded in the grass margin.
The timber poles could then be removed and correctly spaced lamp standards
installed. The planting in the boat needs to be freshened up for the summer.
The Quayside soft margin has become infested with weeds and particularly
around the boat winch at the head of the slip.
ST. PATRICK'S
SQUARE
St. Patrick's Square is generally
well maintained and planted up on a regular basis by Parks. Full praise
to the residents of the square for routine maintenance. Some volunteer work
is done by one of the residents. The parking of trucks on a day and nights
basis by local traders is reprehensible. The culprits should be written
to by this committee. Generally car parking occurs on the centre square,
which is less of a nuisance.

Some tree planting could be considered
at the north end of this road on the west side at the newer housing.
TUBBERMORE
ROAD
Parking is the principal problem on this
road
CASTLE
STREET
Various
paving slabs have been broken by cars mounting the footpath. Some underground
service repairs have been badly reinstated both temporarily and permanently
with Bitmac and concrete. Pavings should be reinstated with P.C. slabs
cut to fit as necessary.
To prevent cars mounting the footpath the missing bollards should be reinstated.
The period lamp standards that are missing to be reinstated. A letter
has been sent to D.L.R.C.C. ( lighting dept ) regarding this.
Consider locating polished granite seat in
the area beside Archbolds Castle right hand side, facing road.
Approach A.I.B. and owners of Old Dispensary building regarding pigeon
deterrent at roof parapet level to discourage bird droppings on building
and street. Consider spike inserts on edge of wall.
THE
APPROACH ROADS
VICO ROAD
The viewing bench seats overlooking
Killiney Strand are not considered warranted or safe.
A granite sign will be erected here at the Dalkey boundary.
DALKEY
AVENUE
Generally well
kept. The lower section near the village is so narrow that it should be
one way as far as Dalkey Park intersection.
The heritage sign at this point to be substituted
with a granite sign which will be located further up at the crossing from
Saval Park Road with the Burma Road/Killiney Hill Park.
